ইন্দোনেশিয়ার সঙ্গে বাংলাদেশের সম্পর্ক উন্নয়নে ভূমিকা রেখে দেশটির সর্বোচ্চ প্রশংসা পদক পেলেন সমাজসেবায় একুশে পদকপ্রাপ্ত বিশিষ্ট শিল্পপতি ও ইন্দোনেশিয়ার অনারারি কনসাল সুফি মোহম্মদ মিজানুর রহমান।

মঙ্গলবার দুপুরে বন্দরনগরী চট্টগ্রামের খুলশিতে অনারারি কনসাল কার্যালয়ে আয়োজিত এক অনুষ্ঠানে সুফি মিজানকে ইন্দোনেশিয়া সরকারের এই সর্বোচ্চ প্রশংসা পদক তুলে দেওয়া হয়।

ইন্দোনেশিয়া থেকে আগত দেশটির সরকারের বিশেষ দূত ডাওরানা আতিকাশ ডিউই ও ঢাকায় নিযুক্ত ইন্দোনেশিয়া দুতাবাসের পলিটিক্যাল এফেয়ার্স প্রধান নূর হামামু রিজকী প্রশংসা পদকটি হস্তান্তর করেন।

এসময় সুফি মিজান বলেন, ‘বাংলাদেশ ও ইন্দোনেশিয়ার সম্পর্ক ঐতিহাসিক ও বন্ধুত্বপূর্ণ। উভয় দেশ ভবিষ্যতেও সহযোগিতার এ ধারাবাহিকতা বজায় রাখবে। এই অঞ্চলের শান্তি, সমৃদ্ধি ও উন্নয়ন নিশ্চিতে দুই দেশ একত্রে কাজ করবে।’

বিশিষ্ট এ শিল্পপতি বলেন, ‘বিশ্বের যে কয়টি দেশ স্বাধীনতার পর বাংলাদেশকে স্বীকৃতি দিয়েছে তার মধ্যে ইন্দোনেশিয়া অন্যতম। বাংলাদেশে ইন্দোনেসিয়ার অনারারি কনসাল হিসেবে আমি সেদেশের রাষ্ট্রপতিসহ তাদের সরকারকে ধন্যবাদ জানাই। আমার ওপর অর্পিত দায়িত্ব পালনে সর্বদাই সচেষ্ট।’

বাংলাদেশ সাম্প্রদায়িক সম্প্রীতির দেশ উল্লেখ করে তিনি বলেন, ‘এখানে মুসলিম, হিন্দু, বৌদ্ধ, খ্রিস্টান সকল ধর্মের মানুষ মিলে-মিশে থাকে। বাংলাদেশে প্রতিহিংসা, সন্ত্রাসবাদের কোনো স্থান নেই। আমাদের শুধু অর্থ উপার্জন করলেই হবে না, নিজেদের চরিত্রকেও গঠন করতে হবে।’

ইন্দোনেশিয়া সরকারের বিশেষ দূত ডাওরানা আতিকাশ ডিউই বলেন, ‘আমি আমাদের সরকারের পক্ষ থেকে পররাষ্ট্রমন্ত্রীর বিশেষ দূত হিসেবে সুফি মোহম্মদ মিজানুর রহমানের প্রশংসা করি। পিএইচপি পরিবারকে ধন্যবাদ জানাই। অনারারি কনসাল সুফি মোহাম্মদ মিজানুর রহমান বাংলাদেশ ও ইন্দোনেশিয়ার সম্পর্ক বন্ধুত্বপূর্ণ ও পাষ্পরিক সৌহার্দ্যপূর্ণ করে রেখেছেন।’

সভায় ২০২৪ সালের বিদায়লগ্নে বিগত বৎসরের ব্যবসায়িক কার্যক্রম পর্যালোচনা করা হয় এবং ২০২৫ সালের জন্য বাৎসরিক কর্মপরিকল্পনা, লক্ষ্যমাত্রা, বাজেট, প্রভৃতি বিষয়ে পর্ষদের বিভিন্ন সাব-কমিটির চেয়ারম্যান মহোদয়গণের বক্তব্য তুলে ধরা হয়। এছাড়া আগামীতে ব্যবসা বৃদ্ধি, বীমাদাবি দ্রুত পরিশোধ, ঝুঁকি নিয়ন্ত্রণ বিষয়ে গুরুত্বপুর্ন আলোচনা ও পদক্ষেপ গ্রহণ করা হয়।

চট্টগ্রামের কুমিরা কারখানায় মঙ্গলবার (৩ ডিসেম্বর) সৌর বিদ্যুৎ উৎপাদন কার্যক্রম উদ্বোধন করেন পিএইচপি ফ্যামিলির চেয়ারম্যান সুফি মোহাম্মদ মিজানুর রহমান।  

এসময় ভাইস চেয়ারম্যান মোহাম্মদ মহসিন, পরিচালক আনোয়ারুল হক, আমীর হোসেন সোহেল, জহিরুল ইসলাম রিংকু, ভিক্টর মিজান মহসিন ও অ্যাক্সিকিউটিভ ডাইরেক্টর শফিকুর রহমান খান উপস্থিত ছিলেন।

প্রাথমিক পর্যায়ে দুইটি কারখানায় মোট ১ হাজার ৭৪০ কিলোওয়াট ক্ষমতার সৌর প্যানেল স্থাপন করা হয়েছে। এই প্যানেলগুলো থেকে বছরে প্রায় ২ হাজার মেগাওয়াট বিদ্যুৎ উৎপাদনের লক্ষ্য রাখা হয়েছে। এতে প্রায় ১ হাজার ১০০ টন কার্বন নিঃসরণ কমবে। সূর্যের আলো থেকে বিদ্যুৎ উৎপাদন করে পিএইচপি কারখানায় ব্যবহার করা হবে। ফলে বিদ্যুৎ ব্যবহার সাশ্রয় হবে।

পিএইচপি ফ্যামিলির কর্মকর্তা শফিকুর রহমান খান জানান, ভবিষ্যতে অন্যান্য প্রতিষ্ঠানের ছাদেও সৌর প্যানেল স্থাপনের পরিকল্পনা রয়েছে। এতে কোম্পানির মোট বিদ্যুৎ চাহিদার একটি উল্লেখযোগ্য অংশ নিজস্ব উৎস থেকেই পূরণ করা সম্ভব হবে।

Housewife Taslima Akhter is a resident at the house of Nurul Haque Majhi under Gopal Union of Feni’s Chhagalnaiya Upazila. Water started entering the home on August 22.

Within a few hours, the water rose above four feet. Taslima took her two baby daughters and quickly left her home. The situation is such that she could not even dress her children properly.

They were rescued and brought to the dormitory of PHP Integrated Steel Mills. Two children were dressed in the clothes provided by the PHP Family. Not only Taslima Akhtar, but around 1,000 flood-affected people have found shelter there.

People from 18 to 90 years old have taken shelter here, along with teenagers, small children, and pregnant women. In addition to being kept in a healthy environment, three meals a day are being provided to them. There is a medical team of six people to treat the people who have taken shelter. Necessary post-treatment medicines are being provided by the PHP family. They are also getting clothes.

The dedicated officers and employees of the organisation are doing their best to meet the needs of those who have taken refuge there. They are engaged in the service of the people who have taken shelter while keeping the factory closed.

Besides, relief goods are being sent to the people of flood affected areas.

PHP Integrated Steel Mills Manager Bindu Nath said, “People of different ages have taken shelter in three buildings here, including the dormitory. I have arranged food, medicine, clean water and clothes for them.

“At the same time, every day we went door to door and delivered relief items. More than 700 families were given relief items on Monday. About 2,000 people are in the shelter. They have been given three meals of cooked food till on August 27”.

খুশি পুরো গ্রামবাসী।

রোববার (১১ ডিসেম্বর) দুপুরে দক্ষিণ কোরিয়ার বিখ্যাত স্টিল নির্মাতা পসকো ইন্টারন্যাশনাল ও শিল্পগ্রুপ পিএইচপি ফ্যামিলি এসব বাড়ি হস্তান্তর করেছে।

সরেজমিন দেখা গেছে, নির্মল সবুজের মাঝে টিনের বেড়া ও রঙিন ঢেউটিনের ছাউনির দুই কক্ষের ৬০০ বর্গফুটের প্রতিটি বাড়ি। রয়েছে সুপরিসর এটাচ বাথরুম, বারান্দা। প্রতিটি বাড়ি তৈরিতে খরচ হয়েছে চার লাখ ৭০ হাজার টাকা। পর্যায়ক্রমে আরও ১১টি বাড়ি হস্তান্তর করা হবে।

বাড়ি হস্তান্তর করেন পসকো ইন্টারন্যাশনালের সিনিয়র এক্সিকিউটিভ ভাইস প্রেসিডেন্ট কি আইন লী এবং পিএইচপি ফ্যামিলির ব্যবস্থাপনা পরিচালক মোহাম্মদ ইকবাল হোসেন।

পসকো ইন্টারন্যাশনালের সিনিয়র ম্যানেজার মি. ড্যানিয়েল বলেন, বাংলাদেশের কিছু পরিবারকে সহযোগিতা করছি আমরা। শুধু আবাসন নয় জীবনমান উন্নয়ন করতে চাই আমরা। ২৩ বছর ধরে ব্যবসায়িক সম্পর্ক পিএইচপির সঙ্গে। পিএইচপির ইকবাল হোসেনের প্রতি আমাদের আস্থা রয়েছে। আগামীতেও এ ধারা অব্যাহত থাকবে।

উন্নয়ন সংস্থার এনআরডিএসের নির্বাহী পরিচালক আবদুল আউয়াল বলেন, অনেক কষ্ট করে কোরিয়ান অতিথিরা এখানে এসেছেন। সেজন্য আন্তরিক কৃতজ্ঞতা জানাই। এ ছোট্ট গ্রামে দুইজন ইউনিয়ন পরিষদের চেয়ারম্যান এসেছেন, তাদের স্বাগত জানাই। আমরা একটি মহৎ কাজে শামিল হতে পেরেছি। পিএইচপি ফ্যামিলি ও পসকো সামাজিক দায়বদ্ধতা থেকে মানবতার এ কাজে এগিয়েছেন। এটি বন্ধুত্বপূর্ণ উদ্যোগ। পাঁচটি ঘরের এটা পাইলট প্রকল্প। যদি তাদের ভাগ্য পরিবর্তন হয়, সুদূরপ্রসারী পরিবর্তন এলে এর আওতা বাড়ানো হবে। এ কাজটা সমাজে ইতিবাচক প্রভাব ফেলবে বলে আশা করি।

বক্তব্য দেন ইউপি চেয়ারম্যান আবদুল মান্নান ভূঁইয়া। তিনি বলেন, মানুষ মানুষের জন্য। আমরা যেন অর্থায়নকারী প্রতিষ্ঠান, উপকারকারীদের জন্য দোয়া করি। যাদের মাথা গোঁজার ঠাঁই নেই তাদের যেন বাড়ি হয় সেই প্রচেষ্টা অব্যাহত থাকবে।

ইউপি চেয়ারম্যান অ্যাডভোকেট আবুল বাশার বলেন, দরিদ্র জনগোষ্ঠী উপকৃত হয়েছে নতুন ঘর পেয়ে। সাগর উপকূলে আমাদের বাস। বৈশ্বিক পরিবর্তনের কারণে ঝড় জলোচ্ছ্বাস ঘূর্ণিঝড়ে আতঙ্কিত থাকি। মৃত্যুর মুখোমুখি হতে হয়। ঘরবাড়ি বিনষ্ট হয়। ব্যবসার সঙ্গে সঙ্গে মানবতার পক্ষে কাজ করছে পিএইচপি ও পসকো। সারাজীবন আপনাদের স্মরণ করবো। এখনো অনেকে বাসস্থান বঞ্চিত। তাদের পাশেও দাঁড়াবেন আশা করি।

Malaysia wants close relations with Chattogram-based businessmen, said Malaysian High Commissioner to Bangladesh Haznah Mohammad Hashim on Friday (17 March). 

“Chattogram has a world-class reputation for business.  We want Chattogram businessmen to have a closer relationship with Malaysia”, she said while addressing a reception accorded by the newly appointed Malaysian Honorary Consul of Chattogram Mohammed Akther Pervez at Mohsin Villa in the port city on Friday, said a press release served on Sunday (19 March).

“We also want the people of Chattogram to get the benefit of the advanced medical system in Malaysia”, she added. 

Invited by the Honorary Consul of Chattogram Mohammed Akther Pervez the Malaysian convoy arrived at Chattogram Shah Amanat Airport at 10:30am on Thursday (16 March) for a three-day visit to the port city.

The Malaysian High Commissioner visited Watex Garments, ACE bicycle and ALITA Bike factory in KEPZ on her first day of visit.

Later, she had a courtesy meeting with Chittagong Port Chairman Rear Admiral Mohammad Shahjahan and Bangladesh Exports Processing Zone Authority (BEPZA) Executive Director Abdus Sobhan. 

The next day, the Malaysian High Commissioner visited PHP NOF Galvanizing Mills, PHP Float Glass Industry, PHP Ship Breaking and Recycling Industry, PHP Automobiles factory and the site for PHP Family at Mirasarai Industrial City.

Later, she took part in the reception at Mohsin Villa where PHP Family Chairman Sufi Mizanur Rahman, PHP Float Glass Industries Managing Director Amir Hussain Sohel, BMCCI President Almas Kabir, former chairman of Chattogram Development Authority Abdus Salam, former vice-chancellor of Chattogram University Iftekhar Uddin Chowdhury, businessman and entrepreneur Abu Taiyob, Chattogram Chamber of Commerce and Industry Vice President Tanveer Chowdhury, PHP Family Management Director Ali Hossain Chowdhury Sohag, Managing Director of PHP Shipyard and Recycling Industries Zahirul Islam, BEPZA Executive Director Abdus Sobhan along with business leaders of the port city were present. 

Referring to the history of Bangladesh’s relationship with Malaysia, Md Amir Hossain Sohel said, “Malaysia was the first country to recognise Bangladesh as an independent country in 1971. It is a culturally rich country in South Asia with which we have many opportunities to work in.”

When Samrat Hossain first started cutting up old ships weighing thousands of tonnes in a southeast Bangladesh shipbreaking yard a decade ago, all he would wear was a cap or a helmet.

But these days, the 27-year-old spends nearly an hour each day before work putting on his protective gear, which includes special masks, gloves, boots and a suit.

“A lot has changed in the last 10 years. Before, PPE (personal protective equipment) was not a factor. But today we are not allowed to work without it,” said Hossain, an employee of PHP Ship Breaking and Recycling Industries in the coastal city of Chattogram.

It is the nation’s only yard – of a total of about 80 – that complies with international health, safety and environmental rules for the risky occupation.

“It’s not the same everywhere,” added Hossain. “Some workers from other yards told me they buy their own gloves.”

The industry in Bangladesh is evolving to come in line with new regulations, officials say.

The government, through a parliamentary act in 2018, ordered yard-owners to clean up their practices by 2023 and implement standards laid down in the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships.

That pact, adopted in 2009 and ratified by 17 nations so far, aims to improve worker safety and environmental protection, but has yet to come into force globally.

The changes will include training workers on safety, preventing emissions of ozone-depleting substances and building storage for toxic waste from ships like asbestos and lead.

Bangladesh is one of the world’s top locations for dismantling end-of-life ships, with at least 144 broken down on its beaches in 2020, or about one in every five worldwide, according to Shipbreaking Platform, a global coalition that campaigns for clean, safe ship recycling.

Most of the others ended up in India, Pakistan and Turkey.

The sector has been criticised for failing to prevent workers’ deaths – caused by gas explosions, employees falling from a height or being hit by ship parts – and for damaging the environment through oil spills and spreading harmful waste.

At least 11 workers have died in Bangladesh’s shipbreaking sector so far this year, according to Young Power in Social Action (YPSA), a local non-profit that focuses on shipyards.

Slow progress

In Bangladesh, only PHP – which started work to reform its practices back in 2014 – has so far met the Hong Kong pact’s goals.

Although most of the country’s shipbreaking yards have now submitted improvement plans, government and NGO officials expect just five or so to comply with the convention by next year.

They attribute the slow progress mainly to the high investment needed to update the yards’ operations, as well as lockdowns due to the Covid-19 pandemic over the last year.

“A good number of yard-owners don’t have the financial capacity,” said Mizanur Rahman, a senior official at Bangladesh’s Ministry of Industries. “We are working on a way to facilitate them with soft loans,” he added.

Many yards lack proper waste storage systems, due to a lack of trained people and investment, he noted.

But he is confident all yards will comply by the time the convention comes into force, which could happen in 2025 provided Bangladesh ratifies it by 2023.

The convention will take effect when it has been approved by countries that break 40 per cent of the world’s ships by tonnage, a figure that currently stands close to 30 per cent.

Once it comes into force, ships sent for recycling must carry an inventory of hazardous materials contained in their parts. It will also be prohibited to use new parts made using these toxic substances.

Bangladesh’s PHP Ship Breaking and Recycling Industries – which has been certified by international auditing groups as meeting the convention’s regulations – has spent at least $8 million since 2014 on developing its methods, said its managing director Zahirul Islam.

For example, it now uses cranes to carry blocks – cut from ships moored on the tidal mud-flats – directly to an impermeable concrete platform where the rest of the cutting is done to avoid spillage onto the beach.

“Traditionally … every block would be dropped on the beach and then dragged by workers,” said Islam.

Recycling waste

PHP’s yard also has a sealed negative pressure unit that removes asbestos – which can cause cancer – from ship parts and stops the mineral escaping into the air.

It has so far collected 32 kinds of waste, including ozone-depleting substances, paint chips and glass wool.

For now, shipyards are expected to store waste temporarily until the government creates a central storage area and disposal system for collection and recycling, due to be ready by 2024.

Until then, PHP is planning to pay vendors to remove waste from its yard. It recently started exporting asbestos to Germany to be used as landfill and is in talks to supply glass wool to a cement firm.

From a global perspective, making shipbreaking yards greener and reusing materials can also help tackle climate change, said government official Rahman.

Bangladesh already gets most of its steel from dismantled ships instead of extracting it from iron-ore through a process that produces high carbon emissions.

The government will also monitor what happens to substances from shipbreaking that deplete the Earth’s protective ozone layer, such as hydrofluorocarbons used in refrigeration, which are also greenhouse gases, said Rahman.

Jobs disappear

The upgrades at PHP have come at a cost, though. The mechanisation of the yard saw Islam’s workforce decrease from about 3,000 people to 300.

In the past, ship parts were carried by groups of about 50 people on their backs but the arrival of magnetic cranes in many yards has changed that, explained yard boss Islam.

Rahman from the industry ministry believes the sector must accept such “technological changes”.

“We don’t want these jobs to remain because this is not decent work and there is an occupational risk,” he said

Workers who lose their jobs at shipyards mainly find employment at nearby steel mills, scrap shops or as daily labourers, said a labour ministry official.

For now, while the country’s only convention-compliant yard paints a positive picture, the rest have a long way to go, said campaigners.

“The intention to improve is there but the progress is slow. The shipbreaking firms need international expertise to focus on safer cutting and asbestos removal,” said Ali Shahin, a YPSA programme manager.

Bangladesh breakthrough?

Ibrahim Khalil, 48, who was injured three months ago when a ship part he was cutting fell on his leg, has yet to get back to work. The owner of the non-compliant yard he works for provided him with initial treatment but abandoned him midway, he said.

“You can still see the bone in my leg… I was wearing protective boots, but that (block) still went through,” he said. “I need to be treated so that I can get back to work and feed my family. But they (management) keep giving excuses.”

Ruksana Akter, whose husband fell to his death at a shipyard five months ago, said the owners paid her just half the legally mandated compensation. “I had no choice but to accept whatever I got. I needed quick money for my two girls,” she said.

In addition, at least 10 workers who spoke to the Thomson Reuters Foundation said they were not being paid the government-approved minimum wage of 16,000 taka ($187.20) per month.

Abdullah Al Sakib, a senior official at Bangladesh’s labour ministry, said the situation was improving and the government had filed legal cases against a number of yards that had not paid the minimum wage.

While many activists are sceptical the yards will meet the national deadline of 2023 to implement the new regulations, the government believes that, over time, rising pressure on owners will create a safer, more climate-friendly shipbreaking sector.

“The whole world is looking at Bangladesh,” said Rahman of the industry ministry. “(Our) ratification of the Hong Kong Convention will bring it into force and it will be a breakthrough.”

সূফী মোহাম্মদ মিজানুর রহমান ১৯৪৩ সালের ১২ মার্চ নারায়ণগঞ্জের রূপগঞ্জ উপজেলায় কাঞ্চনগ্রামে জন্মগ্রহণ করেন। তার বাবা মরহুম দায়েম উদ্দিন ও মা রাহাতুন্নেসা। সূফী মোহাম্মদ মিজানুর রহমান প্রজ্ঞাময় ও দূরদৃষ্টি সম্পন্ন সফল শিল্প উদ্যোক্তা। ‘বিজনেস পারসন অব দ্যা ইয়ার’, ‘প্রাইড অব চিটাগং’, ‘কর্পোরেট সোশ্যাল রেসপনসিবিলিটি অ্যাওয়ার্ড’, ‘সেন্ট মাদার তেরেসা আন্তর্জাতিক অ্যাওয়ার্ড’সহ অসংখ্য সম্মাননা পেয়েছেন তিনি।

ইন্দোনেশিয়া সরকার সূফী মোহাম্মদ মিজানুর রহমানকে দেশটির অনারারি কনসাল হিসেবে বাংলাদেশে নিযুক্ত করেছেন। বুদ্ধিমত্তা, সৃজনশীল ও শ্রম সাধনায় সূফী মোহাম্মদ মিজানুর রহমান নিজেকে প্রতিষ্ঠিত করেছেন সফল শিল্প উদ্যোক্তা হিসেবে। অবদান রাখছেন শিল্পায়ন, কর্মসংস্থান সৃষ্টি ও জাতীয় অর্থনীতির অগ্রজাত্রায়।

প্রসঙ্গত, সরকার প্রতি বছর বিভিন্ন ক্ষেত্রে অবদান রাখার জন্য একুশজন বিশিষ্ট ব্যক্তিকে ’একুশে পদক’ প্রদান করে থাকে।
